Spark is better than thunderfang as it has more accuracy - discharge is special which isn't Luxray's strong point as its a physical attacker

Luxray doesn't have that many good moves its best moveset is -

Spark - covers water, flying
Fire Fang - covers ice, grass, steel, Bug
Ice Fang - covers grass, flying, ground, Dragon
Crunch - covers psychic, dark

as seen it covers 10 types with that moveset and does alright damage to the others

Giga-Impact is bad as it leaves you to recharge which Luxray doesn't have the stats to pull off

I stated the reasons behind Giga Impact. Read them. Without breeding for the other 2 EleFangs, there are only 3 good, usable offensive moves that it can learn, even in Platinum; and Luxray isn't good for anything but offense. So, Giga Impact can provide an uber-powerful last blow when you're about to die within the next turn anyway. Alternatively, there's really only Strength (for PP conservation), Thunder Wave (helps its crappy speed), and maybe Thunder Fang (redundant, but it definitely adds PP benefit)....

i get what you mean if you don't want to breed then use what X-TremeSpeed has written :)
