Mean Look will keep them locked in the battle, I think. Then FINISH THEM OFF WITH FALSE SWIPE!
You need a pokemon that knows the move scary face and don't switch or else they can flee again, Golbat knows the move, For the move to work on the birds before they can run away it should be the same level as them I think, I'm not sure thats what my friend said. Edit: I mean Mean Look.

There is no pokemon the can learn mean look and false swipe by level-up, and no one can learn both baton pass and mean look by any means. If you get Ariados to learn baton pass from breeding you can combine it with its spider web. But for all that trouble, you could just use Jynx or Gengar to put it to sleep after trapping it so you can switch out to a false swiper.
This is why we have Gallades. (See my signature.)
But I was telling them their options if they didn't not feel like breeding. Gallade is a great pokemon for catching if you're willing to breed.

Eevee learns Baton Pass at Level 36 and Umbreon learns Mean Look at Level 57, I believe. If you manage to let Eevee evolve before it hits Level 57, you have a Pokemon with both Mean Look and Baton Pass.

Uh, you also said that False Swipe can't be learned by level-up. Scyther can learn False-Swipe at level 13.
