Wrong; Shaymin is easiest :P
But yeah, level has no effect on capture chance. It's actually harder to capture the level 1 Regigigas than the level 70, since you can't decrease its health as much (only up to around 1/12, compared to 1/200ish, since it has less total HP). Azelf, Uxie and Mesprit have 10 times lower catch rates than Dialga and Palkia, so are much harder to catch.

Dialga and Palkia were caught in one Poké Ball each.
Poké Ball > Ultra Ball + Great Ball + Master Ball
They're just so much cooler. And they're cheap, and they work. My Giratina-O was caught in a Poké Ball (well, all my Pokémon pretty much), and on my Diamond I literally bought 999 legit Poké Balls (I bought nothing for a long time, so I had max money. Then I blew it on vitamins :P)

Yeah, Kyogre/Groudon were 60s and they were the easiest Pokémon to catch in the the entire third gen.
I caught Uxie in an Ultra ball, along with Dialga. Still working on Mesprit, as Quick balls don't do crap. xD My damn Snover fainted Azelf though, so it's impossible for me to get an Azelf except through trading. Dialga I just attacked with my level 84 until it was low enough to use an ultra ball on (I had no Poké Balls, and I use Ultra/Great balls because they have higher catch rates, I caught Rotom in a Great Ball FFS.). For some reason Palkia isn't catchable in my Platinum though, as only one rift is there even though I have both Orbs.

Have you tried going back? The rift didn't appear for me intill I left the area.

Yeah, Dialga's appeared but not Palkia's, IMO if you have both Orbs both should be there.

They appeared one at a time for me, first Dialga. Caught it with a Pokeball after I poisoned it and took out some damage.
Then, after exiting and re-entering, I used a Lock-On + False Swipe combo, and caught Palkia with a pokeball.

Okay, after several softresets I caught DRai in a timer ball (I bought 50 of 'em.(The guy in the inn creeped me out :P) I just kicked its a$$ with my Lucario then used liek 10 timer balls.
I'm after the birds, then Cresselia, then Mesprit, then I'm pretty much done.
