That's where Shoddy's suspect testers come in. Shoddy has stats, testers and voters, the whole lot, and they have more public opinion and "assumptions" than this forum. The public at Shoddy give their opinions and reasons behind which Pokemon should be tested befor the tests begin. It's thorough enough. Why can't you see this? :P

Raising a team ingame isn't hard; I do it twice monthly.
Also: Cacturne's not banned.
The examples you listed are comparable to ubers/BL/BL-NU, which are voted on.
Experience is better for the metagame. It should not be democratic.
