So do you mean 12 Pokemon throughout the whole league matches? A regular team would be better, continuity and all. Just try and made sure that people don't give away their teams. If they do, it's their loss.
I thought of an idea to make the teams of leaders and E4 less repetitive if they want to access it. How about letting them have 1 Pokemon not of the typing of their main type (as it happens often in the games anyway) but the Pokemon must have a move of their type. For example in D/P, Flint used a Drifblim with Flamethrower.
I like this idea. Since I'm a psychic use I would wasnt to use a dark type/bug type so I dont get killed by and super effective attack.

I believe that gym leaders can already use 2 pokemon not of that type if they choose.

I like it too. Just make sure you don't choose anything stupid. EG you use fire and then add a water type.
