I definately know that they're offical images (I remember seeing the Lugia one long ago). I've searched for about an hour and can't find who created these illustrations, and I'm not 100% if it's Ken Sugimori or not (Hence why I'm asking):

Neither of them are Ken's, they don't match his style. They might be from another card illustrator though.

They both look like they were in the anime. :P

Yep, anime profile images or whatever you would class them as. Each Pokémon generally seems to have one or two "official" poses for the anime style.
