When I made this team I was focusing on types.
My team includes:

Nature:Rash (i didnt ev train this one i am planning to do it over)

Item:Draco Plate Lose this, switch to either Expert Belt or Leftovers depending on whether this Salamence is bulky or not.

Moves: Fly (conveinient) Take this out and replace with Earthquake, fly is an awful move and is basically set up fodder for your opponent. Earthquake will at least neutralize pesky electric types, or more notably those Steel types that resist Dragon type attacks.
Flamethrower(skarmory) I take it this is a mixmence then? If it I have no problems with Flamethrower.
Dragon claw Solid Choice
Aqua Tail (Rhyperior, Steelix) Don't worry about Rhyperior or Steelix, replace this with Roost to ensure survival and let EQ take care of those two. But if I were you I wouldn't use Salamence to take down Perior or Steelix as they are monsters defensively.
Don't use this guy as a lead, he isn't lead material. My advice is to replace him with something like Bronzong, or if you are going all out offensive, use and Infernape lead with FakeOut, Grass Knot, Close Combat and Flare Blitz, give it an EV spread that suits a physically based MixApe. EG 252Speed, 212 Atk, 44 SpA
Weavile "Sweeper"
Nature:Adamant (I EV trained this one) So what its EV spread?
Item:Razor CLaw Hax items usually aren't permitted in competitive battling. I suggest either Life Orb or Expert Belt.
Ability:Pressure "bad"

Standard Swords Dance set, can't really comment much about it.
Electivire "no idea" Well have an idea, I highly recommend Mixed attacker
Nature:Docile Nope change this to Mild
Item:Magnet Replace with Expert Belt, you only have one Electric attack.
Ability:Motor Drive
Moves: Thunder Punch (duh) Change to Thunderbolt
Fire Punch Flamethrower
Signal Beam (or Ice Punch I cant decide) HP Ice/ Grass Your Choice
Low Kick Cross Chop is much better
Rhyperior "tank" This looks much more like an offensive set than a Tank set, make up your mind
Nature:Brave NO! Just NO!. If this is an offensive set then it needs to be either Adamant or Jolly, I suggest Jolly. If you're a tank Impish.
Item:Expert Belt Maybe, I'm not sure
Ability:Solid Rock Good ability
Moves: Rock Polish
Stone Edge
Earthquake (duh)
Hammer Arm (love this move) You may love it but there is no point in having it, replace it with Thunder punch to tackle those harmful Water types AND Gyarados especially.

Trick Room (no other option really) Espeon is fast and Trick Room will not help it, there are plenty of other options. EG Signal Beam

Well from what I see it does look like a fairly average team and it won't be winning you any really tough battles soon. I don't know what it's like in battle though so if you'd like to battle me and allow me to improve this rate I'll be more than happy to.

"The weavile is half speed half attack evs rest in hp" and i seem to have to many expert belt and life orb users any other suggestions?
I should make a offensive Rhyperior i got lazy hatching eggs and just chose the first one that had a attack increasing nature. Is Rock Polish a good move?
Salamence is a mixed sweeper and yes he was made back when I had ruby and i had no idea waht to do :) and if Sala is not my starter who should be?
Espeon was EV trained with Special Attack and Speed and i think at the moment he is my strongest

How is the type mix i dont think i am weak to any particular type i was considering swithcing lucario instead of rhyperior.
I have a Lucario like this probably needs a redo to.

You need some one to slow down the pace of the battle, like a wall. Maybe take out one of the sweepers, I'd probably say take out Arcanine and replace it with a Blissey or Cresselia. Then change Rhyperior into a pysical tank.

Yea that would make sense i am a bit leaning towards the attack
Sometimes you need to step back and think ahead. Don' be afraid to use Set up moves like Dragon Dance, they really help in the long run.
Whenever i have battled my bro those didnt work because one extra turn costs you the entire battle but this is totally different i guess we havnt had enough experience

Edit: "Didnt want to double post" Do you have a suggestion for a starter I have just kinda got hints at it you mentioned a wall as my starter i have always just thrown my most versitial pokemon to counter whatever someone else has sent out.
Wouldn't thunder punch with rhyperior not work vs the gyrados they just kill him with one move everytime. I guess if he had more def like your suggesting it would work. Could Bulk Up work on him to? instead of mabye rock polish.
Espeon. Really, Signal Beam's better than TR. Well, otherwise it's what I use exactly. Only weakness' Bug if you Signal Beam it.
