Let's just say that nobody got in their way to stop them. Who do you believe which organization will most likely take over the world and/or take control of a legendary Pokemon?
I would have to say Team Magma because they could easily conquer land by moving the earth and areas with Groudon and move people out of where Magma wants to have.

I'd have to say Team Galactic. Cyrus sorta creeps me out and he's got so many people on his side...
I would have to say either Team Rocket or Cipher. Those two are the only two I can see actually doing something.
Team Aqua and Magma don't seem evil enough to me. In fact, their goals are to help people and Pokemon...
Team Galactic doesn't seem too much like a "team" to me, just one guy getting a bunch of nincompoops to distract the public while he carries out his plan.
Snagem...I just don't think they'd be able to do it...
Team Rocket is a very good team, and I could actually see them bveing evil enough to do something.
Cipher is headed by a man whose thoughts are completely clouded by power and wealth, and again, they make a good team.
So yeah.
Team rocket! I chose them cause they stalk children to steel their electric mouse, not to mention they gave james implants (in the chest area)....
I'd say Team Rocket. They took over the Goldenrod Radio Tower. They could have made ANY demands they wanted.
Besides, the executives are awesome!

Team Galactic, definitely.
Team Rocket don't really seem concerned with something as impractical as ruling the world; I saw them sort of like a mafia group, though Giovanni is pretty GAR.
Galatic, defenitley. Cyrus had no soul and would have destroyed the world.
I'd have to say that Team Galactic does seem to be like the most serious so far, and they seem a lot more organized and powerful, so I think they might be able to pull it off given that there was no interference.
But when it comes to the baddest villain overall, I think Pokemon Hunter J steals the cake (not Lex Luthor this time). She is insanely powerful with her pokemon and all of her gadgets and whatnot. She's awesome.
Agreed with Leo, Team Rocket seems more like a mafia-kind of group instead of a world-conquer organization.
Team Galactic seems to be the more organized, they look like have an actual scheme. Also the fact that the legendaries they plan to capture can alter reality more than the others help too! Second could come Cipher, after all their plan was quite twisted and they could have become powerful if they controlled more legendaries and make them Shadow (like Lugia)
Team Aqua and Magma go last, as their plan was more "lets try to help when our help isn't asked" as I don't believe the Pokémon asked them to help them get more land/water.
And I agree with GreatLegend, Pokémon Hunter J is more baddass than all the organizations above. She seems more ruthless, cruel and knows what she is doing (Is what the anime has been asking for years, a true villain!) Too bad she is anime-only!
