Not entirely. It's also based heavily on who you rep, and if that rep was a positive.
On the subject of that paticular rep, I agree that it's unfair but there's not much you can do about that other than ignore it. I think just about everybody who's posted in this thread has agreed on that, so there's no point keeping this open any longer.
