Brandon had the Regis in the anime, and in the new movie, the bad guy has Entei, Suicune and Raikou already captured at the beginning.

Regigigas is weak, too; why not allow that?

Okay I'll be willing to start the league at 6 people and reduce the play off point to 4 players. If I get more than 8 players I'll bump the play off boundary back up to 6 players.
