Are you talking about HGSS or the originals? In Silver I never had any problems with her.

To make this not total hilarious spam, I found Pryce was the easiest gym leader in the whole game. Clair was annoying, but I still demolished her. Heck, I even lost to Faulkner the first time! (But not the second!) But Pryce was super easy.

I have a theory. I think Whitney's Miltank was given Attract just because majority of video game players, let alone Pokémon, are male and prefer to catch male Pokémon. So, to those people who collect only male Pokémon, Whitney is a problem.
And in conjunction with the above, I think that's why Whitney was given Miltank in the first place, when she could have Raticate, the birds and so on.
Personally, I don't think of gender, but catch Pokémon like heck 'til they have the required nature. :p
she only becomes a problem when users use mainly attack based moves because miltank has a good base defense stat
