Appearance: A nasty-looking Wartortle with a blackened shell.

Section: Task Force Charlie De Vil
History: A great battler since birth, he is a born fighter. Sadly though, Bubbles has been guided down a dark path since birth, twisting the Wartortle into a much-hated Bully.
His parents sent him to Moonlight School of Pokemon so he could hopefully get his grades up and become a better Wartortle as a whole.
Roommate: Hunter

Pokémon: Houndour
Gender: Male
Appearance: A misunderstood Houndour with a golden platings.
Status: Student
Section: Task Force Charlie De Vil
History: Hunter is quite a nice Houndour, but all the other Pokemon treated him like he was a nasty git, a typical stereotype that his species had learned to live with.
When he met Bubbles, everything changed. He joined the villianous Task Force Charlie De Vil, and started to get very low grades. He started to bully the other Pokemon, and all of this was due to his supposed friend Bubbles.
Deep down inside, Hunter is the playful Houndour he always was, he just doesn't know what's good for him.

Is there any chance that Bubbles could evolve some time throughout the story?

To Bubbles the Blastoise: They're accepted. However, I forgot to mention some places that evolve Pokémon--they will be available when the time comes.
